Day 1: General provisions and administrative requirements
Tuesday, April 11, 2023; 8:30 a.m. – 5:00 p.m.

After an introduction and discussion of the laws and regulations, there will be a discussion of the general provisions and administrative requirements. We’ll focus on these key areas:
- Applicability of and implementation dates for the new regulations
- Standards for financial management systems and internal controls
- Property and equipment
- Program income
- Budget revisions
- Procurement
- Requirements for pass-through agencies
- Reporting and record retention requirements
Learning objectives:
- Review the organization, applicability and implementation timeline of the new Uniform Guidance.
- Discuss the requirements for financial systems.
- Discuss the regulations on program income, property and procurement.
- Explore the requirements for reporting and record retention.
Day 2: OMB cost principles, cost allocation, selected items of cost, and audit requirements

The cost principles cover the costs that a grant-funded program can charge to federal grant awards. General principles, allowable costs, unallowable costs and costs that require prior approval will be discussed. We’ll also discuss all changes in regard to cost allocation and selected items of cost. In addition, we’ll discuss changes in audit requirements coming with the implementation of the regulations.
Learning objectives:
- Explore the basics of allowable costs.
- Discuss direct and indirect costs.
- Explore the options for cost allocation in the new Uniform Guidance.
- Review the changes in audit requirements.
Day 3: Head Start / Early Head Start Overview

The Head Start Act identifies pages of guidelines that HS/EHS programs need to follow to stay in compliance. When you are implementing the Head Start Act, there are numerous things to consider, including how decisions impact your program. In this overview we will explore the Head Start Act and give you time to learn where to find information and dig into the details once you are back at the office. And since the Head Start Act goes hand in hand with the Head Start Program Performance Standards – 45 CFR Parts 1301-1305 (HSPPS), we will explore the highlights of the HSPPS. Our goal is to help you get comfortable with what HS/EHS programs need to follow to stay in compliance. We will pay special attention to the following areas:
- Definitions (they sometimes differ depending on the regulation)
- Administrative requirements (administrative limitations)
- Power and functions (governing body, policy council, policy committees, and administrative requirements)
- ERSEA (eligibility, recruitment, selection, enrollment and attendance)
- Records (what to keep, how to keep it and for how long)
- Qualifications and wages (background checks, trainings, minimum staff requirements)
- Monitoring Protocol (FA1 and FA2)
Learning objectives:
- Explore how the Head Start Act and the HSPPS impact each other.
- Discuss how the Head Start Act and HSPPS impact your program.
- Share ideas, thoughts and best practices regarding these requirements.

Registration fees include:
- Up to 21 CPE credits in accordance with the standards of the National Registry of CPE Sponsors. CPE credits are granted based on a 50-minute hour.

Transfers and Cancellations:
- Participants who are unable to attend may be eligible to transfer or cancel their registration.All transfer or cancellation requests must be received in writing no later than two business days before the start of the event for which you are currently registered.* A $25.00 service fee will be applied to all transfer and cancellation requests. Additional fees may apply.
- Participants who registered but did not attend the event or complete a request to transfer or cancel within the allotted time are liable for the full registration fee.

Be prepared:
You’ll receive an email once you have been added to our event hosting platform, as well as reminders one day and one hour prior to the training. Materials will be available from one hour before the training until one day after the training. When the materials become available, you can access them in the app.
Certificate of Participation and CPE credit
- Each person attending the training who needs a certificate of participation/continuing professional education (CPE) must submit their key words within 24 hours of the training:
- Complete the survey (located in the menu).
- Enter the key words in the order the words were given during the webinar. We cannot provide the key words after they’ve been given.
- Upon receipt, the information will be verified, and if it is accepted, you will receive a certificate of participation via email within 14 business days.
National Registry of CPE Sponsors: Wipfli LLP is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit.
