Why you should attend
Having strong internal controls and understanding the rules governing how you can and cannot spend federal dollars are keys to fiscal management and overall compliance in your organization.
Professionals new to the organization, as well as professionals who have been there for decades, will benefit from this two-to-four-day review of the administrative and cost principles/allocation sections of the Office of Management and Budget's (OMB’s) 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (also known as the “Uniform Guidance”). And if you administer a Head Start/Early Head Start program, you’ll want to stay for days three and four, when we’ll discuss the latest impacts of the Head Start Act and the Head Start Program Performance Standards.

The cost principles cover the costs that a grant-funded program can charge to federal grant awards. We’ll discuss the general principles, allowable costs, unallowable costs and costs that require prior approval. We’ll also discuss all the changes related to cost allocation and selected items of cost, as well as the changes in audit requirements that will come with the implementation of the regulations.

The Head Start Act identifies pages of guidelines that Head Start/Early Head Start programs need to follow to stay in compliance. When you’re implementing the Head Start Act, there are numerous things to consider, including how decisions impact your program. In this overview, we’ll explore the Head Start Act and give you time to learn where to find information and dig into the details once you’re back at the office. And since the Head Start Act goes hand in hand with the Head Start Program Performance Standards (HSPPS) 45 CFR Parts 1301-1305, we’ll also explore the highlights of those standards. Our goal is to help you get comfortable with what Head Start/Early Head Start programs need to follow to stay in compliance. We’ll pay special attention to the areas of:
- Definitions (they sometimes differ depending on the regulation).
- Administrative requirements (administrative limitations).
- Power and functions (governing body, policy council, policy committees and administrative requirements).
- Eligibility, recruitment, selection, enrollment and attendance (ERSEA).
- Records (what to keep, how to keep it and for how long).
- Qualifications and wages (background checks, trainings, minimum staff requirements).
- Monitoring protocol (FA1 and FA2).

Transfers and cancellations
- Participants who are unable to attend may be eligible to transfer or cancel their registration. All transfer or cancellation requests must be received in writing no later than two business days before the start of the event for which you are currently registered.

- Participants who registered but did not attend the event or complete a request to transfer or cancel within the allotted time are liable for the full registration fee.

Certificate of participation and CPE credits
Each registered person attending the training is eligible to receive a certificate of participation/continuing professional education (CPE) credit.
