We will explore three hot topics in today’s agencies: the roles and responsibilities of the Board and Policy Council, ERSEA, and non-federal match aka in-kind.
Roles and responsibilities of the Board and Policy Council
Over the past few years, much more scrutiny has been placed on policy councils and boards, and regulations and requirements are changing all the time. You need to know what the roles are and how they differ to help keep your agency in compliance.
Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA)
Head Start/Early Head Start programs have a specific set of requirements to assist program leaders in identifying, recruiting and selecting those children and families with the most need in their communities. In this session we focus on all of the eligibility, recruitment, selection, enrollment and attendance requirements of 45 CFR Part 1302, Subpart A, best known by the initials ERSEA.
Non-federal match aka in-kind
Are you finding it hard to generate in-kind? Is answering the question, “Is this in-kind?” your responsibility? Does generating in-kind fall on your shoulders? In this session we will discuss the tools, techniques and regulations of generating, calculating and documenting non-federal match. Make generating in-kind the responsibility of everyone in your program.

- Explore guidance on the Head Start Act and the Head Start Program Performance Standards.
- Share best practices for implementing new ideas in the program.
- Review the common pitfalls to avoid.
